The Constitution of India stands for equality, freedom, Justice and dignity for all individuals. But practically it was not the scenario for the person with disabilities. It has been realized that a majority of persons with disabilities can lead a better quality of life, if they get equal opportunities and effective access to rehabilitation measures.

The establishment of Regional Spinal Injury Centre at Mohali is one of the institutions to provide rehabilitation measures to person with disabilities especially spinal injury persons and the persons with Orthopaedic and Neurological problems.

As per the provision of PWD Act-95 many institutions/organization have been set-up by the Ministry of Social Justice & Empowerment, Govt. of India during last five year plan.

In addition to the previous institutions/organizations. Five Composite Rehabilitation Centres(CRC), Four Regional Rehabilitation Centres(RRC) and 120 District Disability Rehabilitation Centre(DDRC) have been established during 2001-2006 by Ministry of Social Justice and Empowerment, Govt. of India. There are also several national institutions under the Ministry of Health & Family Welfare, Govt. of India.

Four Regional Rehabilitation Centres subsequently renamed as Regional Spinal Injury Centre(RSIC) has been set-up at the following place.

• RSIC, Mohali, Panjab
• RSIC, Cuttack, Orissa
• RSIC, Jabalpur, Madhya Pradesh
• RSIC, Barrely, Uttar Pradesh

These organizations were established with a principle that Govt. of India will provide all expenditure for five years and after that the concerned state Govt. will manage the Organisation.

Accordingly Regional Spinal Injury Centre, Mohali has been functioning in Sector 70, Mohali.

• To establish an institution for study and management of spinal injuries and Post- Traumatic orthopaedic disabilities.
• To undertake basic, applied and statistical research in various specialities of traumatic surgery
• To generate technical and scientific man power in various specialities of traumatic surgery
• To organise and conduct technical updation and different courses for traumatic surgery for different categories of clinical and para clinical services.
• To train members of the medical profession in management of traumatic surgery.
• To provide modern and advanced clinical service to orthopaedically handicapped patients.
• To institute a faculty and service provision for above purpose.
• To design preventive measures to minimise the risk of spinal injuries and disabilities due to trauma.
• To institute and maintain an updated library related to various specialities of traumatic surgery and orthopaedic disorders.
• To work in collaboration with medical institutions, service organization, University, funding agencies and institutions in the pursuit any of the above objects.
• To do all such things and perform all such acts as may be necessary are appropriate or incidental for achievement of any or all of the above objects.
• To find out ways and means of generating resources for maintenance and development of the institution.
